I don't have a set process because each prompt is so different from each other and there's so little time to develop any idea fully.
Like the others who answered this question, I look at the prompt as early as possible and take a mental photo of it. Then I let it simmer a bit. An idea or a story may come immediately or not, but I try to write what I can as soon as I can, depending on my time in real life.
