If this is a work of fiction, look at maps of old towns to get a feel of what they looked like. Then make your own template. Usually towns had a Main Street, then other streets added as the town grew. I would find a town and see how it grew over a few decades, to get a pattern. In Roundup, MT, where I live, they grew from a small central main area, with streets numbered north and south and avenues numbered east and west. In my town, there are no proper names for streets, except for Main Street.
